The Ministry of Justice is the government entity in Bulgaria that accepts and registers dossiers of prospective adoptive parents from other countries, issues referrals for international adoption, and signs off on legal paperwork before adoption cases can be sent to the courts for the official adoption ruling and decree.

These changes are not expected to have a negative impact on international adoptions from Bulgaria.
