Bulgaria International Adoptions Through 6/30/11

MOJ released the numbers of closed international adoption procedures for the first six months of this year. I am not exactly sure what the second column means. I am also not certain why there is a disagreement in the total numbers.     I don't know why the numbers disagree... but maybe the numbers on right and left refer to those adopted traditionally and those adopted from the SN list?
